The 2018 Lambeth Conference has been cancelled. The precarious state of the Anglican Communion has led the Archbishop of Canterbury to postpone indefinitely the every ten year meeting of the bishops of the Anglican Communion.

A spokesman for Archbishop Justin Welby told Anglican Ink that as the archbishop had not yet met with each of the primates of the communion, he would not be commenting on the news. Since his installation last year, the Archbishop of Canterbury has travelled extensively and plans on visiting the 37 other provinces of the Anglican Communion within the first 18 months of his term of office.

News of the cancellation was made public by the Presiding Bishop of the Episcopal Church, the Most Rev. Katharine Jefferts Schori on 23 Sept 2014. In response to a question from the Bishop of Rochester, the Rt. Rev. Prince Singh, who asked if money was being set aside to fund the Episcopal Church’s participation in the 2018 meeting, the Presiding Bishop told the Fall Meeting of the House of Bishops gathered in Taipei, Taiwan, that she had been told by Archbishop Welby the meeting had been cancelled.

According to a report of the exchange printed by the Episcopal News Service, the Presiding Bishop said Archbishop Welby had “been very clear that he is not going to call a Lambeth until he is reasonably certain that the vast majority of bishops would attend. It needs to be preceded by a primates meeting at which a vast majority of primates are present.”

She further stated that “as he continues his visits around the communion to those primates it’s unlikely that he will call such a meeting at all until at least a year from now or probably 18 months from now. Therefore I think we are looking at 2019, more likely 2020, before a Lambeth Conference.”

And, if and when it is held, the format of the gathering will likely be different from that of the controversial 2008 gathering. The next Lambeth will “have a rather different format” and the spouses’ conference will be eliminated “simply because of scale issues and regional contextual issues. Bishops’ spouses fill very different roles in different parts of the communion and the feedback from the last one was that it did not serve the spouses particularly well,” the Presiding Bishop said.

First held in 1867 in London at Lambeth Palace, the Lambeth Conferences have gathered the bishops of the Anglican Communion every ten years to discuss the common issues facing the wider church. The conferences have been postponed only twice. The 1918 gathering was postponed to 1920 due to the First World War, and the 1940 conference was postponed to 1948 because of the Second World War.

The decision to postpone the 2018 gathering due to internal dissention is unprecedented. From the first gathering in 1868 which dealt in part with the contentious issue of episcopal autonomy and Biblical interpretation and the heterodox bishop of Natal the Rt. Rev. John W. Colenso (as he was considered by most of his peers) the Lambeth Conferences have consistently discussed controversial issues. Though the resolutions and debates have no juridical value as each province is governed by its own canon law, the pronouncements have always held great moral authority. The 1930 Conference’s endorsement of contraception, for example, provided the foundation for the Episcopal Church to change its formal view of the morality of birth control in 1948. While in 1998 the Conference restated the church’s formal view that homosexual activity was immoral.

In organizing the 2008 Conference, Dr. Rowan Williams – who had endorsed a minority statement on homosexuality at the conference – changed the parameters and purpose of the meeting. A format of indaba, a South African word that the conference organizers interpreted as meaning a form of guided conversation, was adopted. The new format did not permit formal or conclusive statements and was designed to prevent action through what critics saw was conversation without end.

The gathering was also hampered by the largest boycott in the conference’s history. The bishops of the province of York boycotted the 1868 gathering in protest to what they saw as the Archbishop of Canterbury’s presumption at calling a gathering of all the bishops, and J.C. Ryle and a handful of other evangelical bishops boycotted the 1888 gathering out of concerns the conference was institutionalizing what they believed to be an un-biblical prelacy. The question of women bishops attending Lambeth 1998 led a handful of traditionalists to boycott the conference. Two English missionary bishops in Madagascar declined to attend the gathering due to the presence of women bishops,

However the Archbishop of Canterbury’s decision to invite the American, Canadian and Central American bishops who consecrated the Bishop of New Hampshire, the Rt. Rev. V. Gene Robinson to Lambeth led to 206 diocesan and 8 suffragan bishops to reject Archbishop Rown Williams’ invitation.

In 2008 the Anglican Communion consisted of 729 dioceses, missionary districts, and ecclesial entities divided into 38 provinces and six extra-provincial jurisdictions. Approximately 260 dioceses and jurisdictions within the Communion were not represented by their diocesan bishops at Lambeth. In addition to those boycotting the meeting in protest, the Archbishop of Polynesia, remained at home to lead the coronation services of the King of Tonga, while the Bishop of Salisbury was felled by a stroke. Pending legal proceedings prevented the Bishop of Pennsylvania from attending while bishops from the Andaman and Nicobar Islands of North India have never attended the Lambeth Conference.

Zimbabwe’s uncertain political situation prevented the Bishop of Manicaland from coming while a handful of bishops were also blocked from attending Lambeth due to local circumstances.

Of those identified as absent: 214 bishops from 10 provinces made an affirmative decision not to accept Dr. Williams’ invitation due to reasons of conscience: Australia 7; Southern Cone 1; Episcopal Church 1; Church of England 3; Uganda 30; Nigeria 137; Kenya 25; Rwanda 8; South East Asia 1; and Jerusalem and the Middle East 1. From Africa’s 324 dioceses, 200 diocesan bishops (61 percent) were identified as having refused Dr. Williams’ invitation.

Archbishop Welby’s flying visits across the Communion have sought to ameliorate this situation.

Justin Welby makes great strides, but his greatest challenge is yet to come

A year after enthronement, the Archbishop of Canterbury has proved many doubters wrong

It could have been like one of those moments in a country parish where a trendy new vicar rolls up with plans to rip out the Victorian pews to make way for a drum-kit and an overhead projector. The arrival of Justin Welby, a former businessman whose brand of Christianity is marked with the zeal of the convert, as the 105th Archbishop of Canterbury had the potential to ruffle more than a few feathers in the established Church.


Within months of his enthronement, a year ago today, he seemed on course to do just that. He had overhauled his staff, with a series of new appointments. He had persuaded rival factions to take part in something akin to drama therapy sessions to confront their differences over women bishops, and he had delivered a blistering address to the General Synod on how it needed to face up to a sexual “revolution”.

But a year into the job – which combines the work of a medieval prelate, a FTSE chief executive and a world-weary inner-city rector – he has scored a series of successes that would have seemed unthinkable in the past. After decades of argument and years of tortuous legislative twists and turns, the Church of England is on the brink of finally approving the admission of women into the episcopate.

Instead of attracting the usual headlines about an embattled primate seeking to quell divisions, he has successfully shifted attention, at home at least, to matters such as payday lenders and food banks. And remarkably, in a country where fewer and fewer inhabitants profess any religious faith, his views on everything from banking reform to military action in distant countries is actively sought out and reported. Even what might have been his first major public gaffe – the revelation that the Church had an investment in Wonga, the lender he publicly pledged to try to put out of business – he turned to his advantage with a plain-spoken admission of embarrassment.

With less fanfare, his efforts to undo centuries of division with the Roman Catholic Church have taken significant steps forward. Last month, members of the Chemin Neuf community, an ecumenical Catholic-led order, moved into Lambeth Palace. Daily worship in the Archbishop’s chapel is being led by Catholics for the first time since before the reign of Elizabeth I.

Mr. (Canterbury) Welby--in Fact--Planning to Attend GAFCON 2013

First, Mr. (Canterbury) Welby was not attending GAFCON 2013.  Second, in a course correction or different rudders' order, then he was doing an 8400-mile detour for a quick and preliminary visit of sorts.  Now, thirdly, it appears Mr. Canterbury will--in fact--attend a portion of GAFCON 2013.

“The Most Rev. Justin Welby will attend part of the two-day gathering of archbishops at All Saints Cathedral in Nairobi, held immediately before the 21-26 October 2013 Gafcon Conference.
“The general secretary of the FCA, Dr Peter Jensen, stated Archbishop Welby’s “decision to come to the Primates meeting is a recognition of the importance of such a large and significant gathering of Anglicans from around the world and he will be made very welcome.”

The Missionary "Tongues" Story

Ever since I was a child, I have often encountered a particular story. It is something of an urban legend in certain church circles.
It goes like this: There was a missionary who met up with a person, usually a tribeman of some sort in a remote jungle area, with whom he wished to share the Gospel. Unfortunately, though, they could not understand each other's languages. Somehow the missionary felt compelled to open his mouth and just speak. To his surprise, he found himself speaking the other person's language fluently, though not aware of what he was saying. The tribesman was miraculously converted.

 I have heard a dozen or more incarnations of this story, but those are the central story factors that are always present. As I said earlier, in some church circles, especially Pentecostal ones, this is something of an urban legend. It is always recounted third or fourth hand. I have never spoken with someone who actually claims to have personally had this experience.

The unspoken assumption, and often very clearly spoken assumption, of this story is that egghead cessationists are wrong and the supernatural sign gift of tongues still functions in the church today. Usually, this idea is further 'established' by claiming that while much of the tongues speaking that goes on in many Pentecostal churches is fraudulent, this kind must be real because it occurs in situations that seem to replicate the condition of the 1st Century Church.

This is a problematic assumption. I am not satisfied that this situation replicates the situation of the Apostolic age. I don't think it even comes within a hundred miles of the situation that existed on the Day of Pentecost.

1. On Pentecost, there was, as yet, no New Testament.

2. Tongues did not miraculously preach the Gospel to people in need of an interpreter.
 
3. The 3,000 converts were converted by Peter's plain preaching of the Gospel in Aramaic, a language they all understood anyway. Peter did not preach in tongues. The witnesses, though fluent in other languages, were all Jews who understood Peter's Aramaic sermon. The elect were converted, the non-elect mocked them, in direct fulfillment of Isaiah 28:11-12.
 
4. Pentecost was the event wherein the New Testament Church emerged from the cocoon of the Old Testament Church. This can never be repeated.
 
5. Virtually the entire visible church was present - something that has not been repeated since.
 
6. Tongues, on the Day of Pentecost, was not a conversation between a believer and an unbeliever. It was not an evangelism tool.

There's a quaint Anglican concept of the universal Church known as the "branch theory". This claims that there are three main branches to apostolic Christianity: Roman, Orthodox and Anglican. It's much favoured by Church of England clerics who aren't very keen on "Romans", as they call Catholics, and convey their anti-Papist sentiment in pro-Orthodox code, forever banging on about the riches of Byzantine spirituality, the mystical power of icons, etc. Richard Chartres, the Bishop of London, is an example of this breed.

What these pro-Orthodox Anglicans don't stress is that ordaining women priests was just as great an obstacle to unity with Constantinople and Moscow and it was to unity with Rome. And women bishops? Metropolitan Hilarion, head of ecumenical relations for the Moscow Patriarchate, delivered a pretty blunt message to the new Archbishop of Canterbury last weekend (H/T Gillibrand):
The introduction of the institution of female bishops will lead to the elimination of even a theoretical possibility of the Moscow patriarchate recognising the church hierarchy of the Anglican church, the communications service of the Department of External Church Relations reported on Saturday.
Even a theoretical possibility, note. This is exactly the same message coming from Rome (please don't kid yourself that a change of Pope will make any difference). Of course, Hilarion's warning won't stop the C of E eventually ordaining women bishops, but let's be clear about the consequences: the Orthodox Churches, following the lead of Moscow, will finally conclude that the Church of England is a protestant denomination with High liturgical trappings but outside the apostolic succession. Cue creaking of timber as the branch theory falls apart.
